Jason B. Keyes

Mr. Keyes focuses on regulatory matters related to interconnection of distributed generation, and has participated in interconnection and net metering rulemakings at the utility commissions of more than a dozen states. In addition, he assists clients with construction and power purchase agreements for renewable energy projects. Mr. Keyes is a member of the Washington Bar and works out of the firm's Seattle office.

Prior to his legal career, Mr. Keyes managed government contracts and business development for eight years at JX Crystals Inc., a pioneer in the field of high-concentration solar energy systems. And in the early 1990's, he helped develop the integrated resource plan and the demand forecast and he led the electric vehicle program at Puget Power (now Puget Sound Energy).

Mr. Keyes received his J.D. from the Seattle University School of Law, graduating summa cum laude. He also holds an M.A. in Economics from the University of Washington and a B.A. from Dartmouth College.

Kevin T. Fox

Mr. Fox has developed a highly specialized practice that focuses on assisting clients with achieving regulatory goals and objectives, in particular energy market transformation efforts that facilitate growth in distributed energy resources. Mr. Fox also advises renewable energy project developers on regulatory compliance matters and the draftings and negotiation of complex commercial agreements that facilitate renewable energy project development. Mr. Fox works out of the firm's San Francisco Bay Area office.

Prior to co-founding Keyes & Fox, Mr. Fox worked in the Energy and Clean Technology Practice at the law firm Wilson Sonsini Goodrich & Rosati P.C. and before that the Renewable Energy practice at Stoel Rives LLP.

Mr. Fox is a member of the California and Oregon bars. He received a J.D. from the University of California, Berkeley and a B.S. from the University of California, Davis, where he focused on energy policy analysis and planning and graduated with highest honors.

Joseph F. Wiedman

Mr. Wiedman represents clients before regulatory commissions nationwide with a particular focus on expanding renewable energy markets through establishment of state programs and policies that facilitate the growth of renewable energy. Mr. Wiedman has worked on a broad range of matters including establishment and implementation of the California Solar Initiative, energy efficiency, greenhouse gas emissions regulation, and general rate cases. Mr. Wiedman works out of the San Francisco Bay Area office.

Prior to joining Keyes & Fox, Mr. Wiedman worked at Goodin MacBride Squeri Day & Lamprey, LLP in the firm's Regulatory Practice Group where he assisted clients with energy and telecommunications matters before the California Public Utilities Commission. During and prior to law school, Mr. Wiedman worked in academia, government, and private business related to regulation of the energy and telecommunications industries in various capacities.

Mr. Wiedman is a member of the California bar. He holds a J.D. from the University of California, Berkeley. While attending Boalt Hall, Mr. Wiedman held editorships on the Berkeley Technology Law Journal and was awarded the Journal's Outstanding Member Award. Mr. Wiedman also holds an M.A. from Illinois State University in Applied Economics with an emphasis in the economics of Electricity, Natural Gas, and Telecommunications (Graduate Student Excellence Award), and a dual B.A. from the University of Illinois-Urbana in Economics (Distinction and Honors) and Russian and Eastern European Studies (Honors).

Christopher Cook - Of Counsel

Mr. Cook is a member of the Maryland bar and leads the Washington office of Keyes & Fox. Mr. Cook assists clients with renewable energy transactional work and power purchase agreement drafting and negotiation for both commercial and utility customers. He also undertakes regulatory filings and policy work before federal and state renewable energy policy makers. Mr. Cook has a depth of experience assisting start-up renewable energy companies and creating sustainable renewable energy programs.

Prior to joining the firm Mr. Cook was a Managing Director of Sunworks, a startup company focused on building US based solar PV manufacturing facilities to support utility solar deployment. Mr. Cook was formerly Sr. Vice-President, of Regulatory Affairs and New Markets for SunEdison, a company he helped found with three others in 2003. In his role at SunEdison, Mr. Cook worked with utility regulators, state and federal policy makers and electric utilities to create new opportunities for solar energy. He also served as General Counsel at SunEdison and helped construct the power purchase agreement (PPA) that has become the model contract for the solar industry.

Mr. Cook was instrumental in creating the federal standards for the interconnection of small generators with the utility grid. He is considered by many to be the leading national expert on net metering - the economic arrangement by which a customer generating their own power is compensated by their local utility. Prior to starting his energy consulting company, Mr. Cook was assistant counsel with the Maryland People's Counsel, and then Director of Energy Policy at the Maryland Energy Administration. He is a former utility distribution engineer.

Mr. Cook is a member of the Institute of Electrical and Electronics Engineers and serves on the Board of Directors of the Interstate Renewable Energy Council. He holds awards from the Governor of Maryland and the US Department of Energy for outstanding service in creating solar energy policies.
